PREFACE
The Delhi Municipal Code is a codification of the general and permanent ordinances of the town of Delhi, Louisiana. The ordinances were compiled, edited and indexed by the editorial staff of Book Publishing Company under the direction of William R. Coenen, Jr., city attorney. This volume covers ordinances through Ordinance 417, passed May 11, 1976.
The code arrangement is by subject matter. The ordinances are divided into titles, chapters and sections. In parentheses following each section, is a legislative history. Footnotes referring to applicable state law are provided throughout the code. A subject matter index, keyed to the section numbers of the code, is supplemented by internal cross-references.
The code is organized under an expandable decimal numbering system which is designed to allow future supplementation without recodification.

It is important when drafting ordinances to mention, within the ordinance, the code section, plus the underlying ordinance section being changed.
New ordinances will amend, repeal, or add new sections to the code.
Procedure When Amending Existing Code Section .
Amend the code section, plus the underlying ordinance section.
Example: § 3 of Ord. 319 and § 3.04.020 of the ____________ Municipal Code is amended to read as follows:

Procedure When Repealing Existing Code Section.
Repeal the code section, plus the underlying ordinance section.
Example: § 3 of Ord. 319 and § 3.04.020 of the ____________ Municipal Code is hereby repealed.
Procedure When Adding New Section to Code.
If new sections are to be added to the code, you should determine where such sections would best fit within an existing chapter or title. If there is no existing chapter or title, you should assign a new title or chapter. In either case, our expandable decimal numbering system is designed to allow for the incorporation of new material without disturbing the numbering system of existing material.
